Job Description

Position Overview This is a non‑permanent, part‑time position in the Community and Library Services Department – Beach Operations – Parking & Camping Division. The candidate must possess strong communication and customer service skills, be physically fit to stand or walk throughout the shift, and work well in a busy environment that requires attention to detail. Shifts may start as early as 5:00 AM and as late as 12:30 AM. Employment Terms Temporary/part‑time employment is restricted to 1,000 hours within a 12‑month period (July 1 – June 30) and does not qualify for city benefits, except those required by law. The City is not part of the Social Security system; enrollment in an alternative retirement program is mandatory, requiring a 7½% employee contribution to the Public Agency Retirement System (PARS). Employment may end with or without cause or advance notice, and further restrictions apply to CalPERS annuitants. Responsibilities Enforce meter and off‑street parking lot regulations as outlined in the Huntington Beach Municipal Code (HBMC) and California Vehicle Code (CVC). Provide enforcement services to coastal Huntington Beach in off‑street parking facilities and on‑street paid parking areas on a rotational basis. Issue citations using a Citation Writer and cellular phone to vehicles not adhering to meter and off‑street parking lot regulations, as well as other parking violations within the coastal downtown area. Answer questions from the public and perform light maintenance. Guide the public on the use of paid parking equipment. Work closely with Parking & Camping administrators to resolve permitting issues. Communicate maintenance issues to the appropriate division. Assist with parking lot and lane closures during busy times and special events. Maintain daily records of activities, including the number of citations issued. Report to work as scheduled and maintain a regular and consistent attendance record. Perform related duties as assigned. Knowledge and Skills Modern office procedures, methods and equipment, including use of computers and supporting software applications. English usage, spelling, grammar, and punctuation. Methods and techniques of public relations and customer service. Safe and efficient work practices related to parking enforcement. Laws governing vehicular parking, including the California Vehicle Code, City Municipal Code, and Department manuals. Traffic safety practices. Abilities Learn, understand, interpret, and apply applicable codes, regulations, policies, technical processes, and procedures. Read and interpret maps and other pertinent documentation. Assess situations while remaining calm and using sound judgment. Learn and apply terminology and procedures used in parking enforcement. Use a Citation Writer and cellular phone. Communicate effectively with employees, the public, and outside authorities. Work weekends, holidays, and scheduled late nights. Perform quality customer service. Walk and stand for extended periods of time. Operate a vehicle safely to travel within various locations of the City. Minimum Qualifications At least 18 years of age or older. Must be available to work weekends, holidays, early mornings, late nights, and various weekly shifts. High school diploma or equivalent certificate. One (1) year of experience performing public contact or customer service work; experience with enforcement related duties is desirable. Licenses and Certifications Must possess a valid California driver’s license at time of appointment and throughout employment. Special Conditions Employees who are regularly assigned or required to drive a city or personal vehicle in the course and scope of work must participate in the DMV Employer Pull Notice program. All Huntington Beach city employees are required to perform assigned disaster service worker duties in the event of an emergency or disaster. Physical Demands The majority of the job duties are performed outdoors and involve full exposure to various weather conditions, including inclement weather. Incumbents regularly stand, walk, climb, stoop, crouch, twist, bend, push, pull, reach, grasp, and lift. The position requires driving a motor vehicle, entering and exiting a vehicle several times a day, and may require moving tools or equipment weighing 25 pounds or less.
