The Facilities Manager is responsible for overseeing, managing and directing the day-to-day for the Facilities Services team. This includes but not limited to, the coordination and management of capital projects and Facilities capital renovations, such as monitoring of contract administration and overseeing the planning, design, bidding, construction, and close out phases of project management. This position works under the general supervision of the Deputy Director. Directs operations of the Facilities Division, providing staff coaching, training, and professional development. Manages personnel actions, including hiring recommendations and final performance evaluations. Maintains succession plan and cultivates a positive work culture. Provides assistance, answer questions, advises and makes recommendations. Sets divisional priorities and coordinates staffing expectations with the Facilities Crew Leader; reviews and provides final approval for division schedules and time-off requests. Acts as the Technical Lead in evaluation of RFPs and bids, collaborating with Purchasing to ensure contracted services meet specified technical requirements. Leads pre-bid walkthroughs and pre-construction onboarding meetings to establish project, quality and safety expectations. Serves as primary project manager for assigned facility renovations and Capital Improvement Program (CIP) projects; manages all phases from planning, design, bidding, and pre-construction through community education, construction, and close-out. Ensures effective communication throughout projects. Monitors project progression to minimize change orders; authorizes payments and contract close-outs only after verifying that all "City Standard" requirements have been met, including all required permits have been approved and closed out. Makes recommendations to the Director and assists with the development of the annual division budget; forecasts necessary funding for capital projects, operational needs, staff, and equipment. Monitors budget, contracts, and outside services. Identifies problem areas and recommends refinements; authorizes expenditures; projects anticipated revenues. Leverages EAM software to analyze work order trends and asset data, driving a shift from reactive to proactive/predictive maintenance and informing "Repair vs. Buy" financial decisions. Oversees the permit process for facility projects and ensures all work complies with contract standards, building codes, ADA, MiOSHA, NFPA, and environmental regulations. Coordinates state and local building inspections. Manages Building Automation Systems (BAS) and Energy Management Systems (EMS) to track trends, optimize energy usage, and utilize a proactive maintenance model. Assists with the design and manages the implementation of the Facilities Master Plan. Responds to emergency situations outside business hours, as needed. Other duties as assigned. MINIMUM REQUIRED QUALIFICATIONS Associates Degree in Construction Management, Facilities Management, Business Administration, Public Administration, or a closely related field; AND Five (5) years of experience in facilities management, building operations, maintenance, or construction project management; OR A minimum of three (3) years of progressive experience in construction project management. OR An equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills and ability to successfully perform the essential functions of the job will be considered. Previous supervisory experience. Intermediate proficiency with office computers and related applications. Valid Michigan Driver’s License with no more than 4 points currently on record. PREFERRED QUALIFICATIONS Facilities Management Professional Certification from the International Facilities Management Association This work requires moderate/heavy physical work lifting weights of 75 pounds; and lifting and carrying objects weighing up to 50 pounds; work regularly requires standing, walking, sitting, climbing, crawling, bending, twisting, pushing, pulling, riding and other similar body movements, etc. Work requires occasional contact with dust, noise, poor lighting, hot and cold temperatures, all types of weather conditions; exposure to hazards. Use of and care of proper safety equipment and procedures to prevent injury. Duties require work to be performed in undesirable physical conditions in which extreme noise, and hazards from moving equipment requiring constant safety considerations in the performance of duties. Work has standard vision requirements. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Work requires preparing and analyzing written or computer data and observing general surroundings and activities. Work is performed at city buildings and outside. Exposure to chemicals, seasonal temperature and weather conditions, bodily fluids, infectious diseases and hazardous waste.
