An East Tennessee Department of Energy facility is looking for an IT Project Manager to help manage a safety software project. T his is a long-term role and hybrid, so you must be able to work on-site 2-3 days a week in Oak Ridge, TN. Y ou must be able to obtain a federal security clearance (U.S. citizen).

Job Duties and Responsibilities:

1. Lead collaborative Agile teams in the design, development, and delivery of custom safety software solutions by planning and managing scope, performance, budget, schedule, and risk.
2. Facilitate Agile ceremonies (daily standups, sprint planning, reviews, backlog refinement, retrospectives) to maintain cadence, reduce risk, and work toward continuous improvement.
3. Provide leadership and collaborate closely with software development teams and product owners to develop and test robust and scalable software solutions that meet mission needs while aligning with required nuclear facility procedures.
4. Translate business needs and regulatory frameworks (e.g., DOE Orders, AMSE NQA-1, FDA regulations) into actionable requirements that ensure compliance and sustainability of solutions.
5. Conduct technical discovery sessions to elicit and validate detailed requirements, including security and safety constraints.
6. Evaluate and influence user experience (UX) by collaborating with UI/UX designers and front-end developers, ensuring software is intuitive, accessible, and aligned with stakeholder expectations.
7. Develop and maintain comprehensive project documentation, including charters, roadmaps, software quality assurance plans, and high-level requirements.
8. Perform cost-benefit analyses and resource allocation planning with an understanding of government budgets while managing multiple funding streams.
9. Communicate effectively with diverse stakeholders—including scientists, engineers, operators, and federal partners—to ensure alignment of technical solutions with mission goals and operational requirements.

Basic Qualifications:

1. B.S. degree in a business discipline or a computer science field
2. Minimum 10 years of substantial progressive experience as a project manager.
3. Demonstrated in-depth expertise in and understanding of managing Agile software development projects.
4. Proven track record of following through on commitments, being accountable to deadlines, and delivering results.
5. Excellent analytical and conceptual thinking skills.
6. Considerable experience preparing project/program financials.
7. Excellent interpersonal skills and the ability to develop relationships, manage stakeholder expectations, collaborate, and build consensus within a team.
8. Proven planning and problem-solving expertise.
9. Outstanding verbal and written communication skills.
10. Strong business acumen, particularly in the areas of establishing relationships, trust, and credibility.

Qualifications Desired:

1. MS degree in computer science, business, project management, or related field.
2. PMP certification.
3. Experience with ASME NQA-1 software development.
4. Experience with FDA-regulated software development.
5. Experience in a production environment.
6. Experience with Azure DevOps.
7. Experience with sensitive data.
8. Experience mentoring staff.
