Position Summary NRECA is seeking a subject‑matter expert on group benefits program compliance. The role will lead cross‑functional teams for the annual regulatory and design language changes of summary plan descriptions (SPD) and summary of material modifications (SMM) for group benefit plans, and prepare group compliance notices and materials. Key Responsibilities Lead annual preparation of SPDs, SBCs, and SMMs for 25+ group benefit programs and optional designs. Facilitate meetings with subject matter experts to assess plan and operational changes; draft compliance language, review documentation, and ensure accurate, timely production. Independently prepare and file annual Form 5500s for Section 125 plans, HRA plans, and FAS 106 retiree‑welfare benefit plans; assist stakeholders with Form 5500 and summary annual report (SAR) filings for the Group Benefit Program multi‑employer plan. Independently prepare Form 1041s for retiree‑welfare benefit plans and distribute them to cooperatives. Coordinate compliance and filing activities across internal teams and external vendors, including annual creditable coverage disclosures and gag clause prohibition attestations. Participate in strategic planning discussions to assess impacts of Group Benefits Program changes, resolve complex compliance issues, and ensure adherence to applicable laws and regulations. Serve as a subject‑matter expert and trusted advisor to cooperatives and internal teams on Group Benefits Program provisions, regulatory developments, and health and welfare benefits compliance. Ability to report to the office when required. Qualifications Bachelor’s degree in a relevant field or an equivalent combination of education and experience. 5 or more years of related group health and welfare plan experience. Knowledge of health and welfare benefits compliance requirements, including regulations governing plan documents, participant disclosures, and annual reporting. Knowledge of federal filing and reporting processes for employee benefit plans, including Form 5500s, Form 1041s, and related compliance documentation. Preferred Qualifications CBP or CEBS certifications. Knowledge of SharePoint Library systems and ActiveDocs document automation/generation software. Essential Physical Requirements The worker is required to have close visual acuity to perform activities such as preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. The job is rated for light work when the worker sits most of the time and if the use of arm and/or leg controls requires exertion of forces greater than for sedentary work.
