Job Description

Salary is dependent on qualifications and experience. The City of Kodiak is recruiting for a full‑time contracted exempt City Manager. The City Manager is the chief administrative officer and head of the administrative branch of the City government. Under policy direction of the City Council, the City Manager plans, directs, manages, and oversees all City operations, ensures laws and ordinances are executed, provides policy, legislative, and financial information, and delivers efficient public services. Responsibilities Consult with City Council and act as liaison between Council and department directors, establishing short- and long‑range goals and objectives. Assume full management responsibility for all City operations, including planning, directing, and overseeing activities. Directly supervise department directors and the deputy City Manager—hiring, directing, evaluating, disciplining, and terminating as necessary. Review departmental activities, implement improvements, and coordinate programs and planning with directors. Coordinate City activities with other governmental and external agencies. Remain current with all applicable federal, state, and municipal laws and pending legislation. Attend all City Council meetings and work sessions. Direct and support the development and administration of the City budget, present annual and quarterly financial reports to the Council, and recommend adjustments. Prepare and present staff reports, advise the Council on matters requiring legislative action, and keep the Council informed of financial conditions and program progress. Develop community relations programs to promote City functions and improve public understanding and support. Respond to difficult and sensitive citizen inquiries, delegating authority as needed to resolve issues. Serve as Emergency Services Director as required by code. Attend professional group meetings and stay informed on municipal management trends. Perform other duties as assigned. Qualifications Bachelor’s degree in public administration, business administration, or a related field (Master’s preferred but not required). Minimum five to seven years of municipal government administrative or executive experience, including at least five years of supervisory and personnel management, and investment experience. Equivalent education and experience may be considered. Knowledge, Skills, and Abilities Advanced principles of public administration, municipal budgeting, strategic planning, and personnel practices. Government, legislative, and council processes, including negotiation and collective bargaining. Proficiency in public presentation, modern office equipment, and software applications. Strong interpersonal and communication skills for building relationships and engaging diverse stakeholders. Effective leadership, budget administration, and project management capabilities. Analytical and decision‑making skills, including problem definition, alternative analysis, and implementation of recommendations. Ability to produce clear and concise administrative and financial reports. Work autonomously with minimal supervision from the City Council. Adaptability to a dynamic, fast‑paced environment with multiple priorities. Decision Making Responsibilities The City Manager frequently exercises independent judgment with little supervision, has overall responsibility for all City‑owned property and facilities, and commands full budgetary authority. Supervisory Authority Direct supervisory responsibility for all department directors and the deputy City Manager; overall authority over all City personnel except the City Clerk and City Attorney. Supervised By City Council Physical Requirements Reaching, standing, walking, finger dexterity, grasping, lifting, carrying, pushing, pulling, stooping, bending, kneeling, crouching, twisting, hearing, seeing, and repeated motions. Ability to work in an office setting for prolonged periods, operate office equipment, and verbally communicate with stakeholders. Exertion of up to 25 pounds occasionally and up to 10 pounds frequently, consistent with light office work classification. Working Conditions Predominantly office work with occasional out‑of‑office duties. Attendance at evening, weekend, or holiday City Council and board meetings may be required.
